ABSTRACT
Disability
is the barrier and affects the health and wealth of the targeted people.
Disability, Poverty and Development works as a cause and consequence of each
other and further deepens the poverty with vulnerabilities which lower their
quality of life. Among the person with disabilities, persons with intellectual
and developmental disabilities are the most affected as they need services and
supports on life cycle basis. The increase in disability population is alarming
the government and other stakeholders for providing need based interventions,
training and rehabilitation so that an attempt can be made to make them part of
the inclusive community as contributing member. The task is very much dynamic
and government do have some limitations in reaching all the targeted groups. In
view of these limitations civil society organizations that are very near to the
groups can bridge the gap. SWOT Analysis reflects that the improved
coordination between the government and CSOs on the basis of DIME Model works
effectively for the empowerment of the groups which includes the prevention of
disability and creation of barrier free environment. An attempt has been made for
the organizational development of CSOs. Chetana Foundation is the registered
voluntary service organization working for the empowerment of the persons with
mental retardation other associated disabilities has made a significant impact with
difference. The service journey of Chetana works as a good case study for the
stakeholders to fallow and strengthen other service providers with better
capacities.
